Abstract
Las Naciones Unidas es una organización internacional que reúne en su sede de Nueva York a 193 Estados Miembros, por lo que su variedad lingüística y cultural es más que evidente. Debido a su carácter internacional, se trabaja con seis idiomas oficiales: árabe, chino, español, inglés, francés y ruso. Para garantizar una igualdad lingüística, es necesario el establecimiento de un departamento que reúna a traductores, intérpretes y otros profesionales de los idiomas.
El objetivo principal de esta investigación es analizar la situación de la traducción y la interpretación institucionales en las Naciones Unidas centrándonos en la Representación Permanente de España ante las Naciones Unidas y otros Organismos Internacionales con sede en Ginebra. Este proyecto es un estudio descriptivo cualitativo que pretende analizar cómo trabajan las diferentes organizaciones de la ONU con los Servicios de Traducción e Interpretación señalando los aspectos positivos y negativos que hemos encontrado.
La hipótesis principal es si los Servicios de Traducción e Interpretación pueden mejorar algunos aspectos de su gestión y trabajo con los profesionales lingüistas de cara a un futuro, complementando esta idea con la hipótesis secundaria de si los funcionarios diplomáticos de la Representación Permanente en Ginebra con los Servicios de Traducción e Interpretación, en este caso de la Oficina de las Naciones Unidas en Ginebra (ONUG), valoran y reconocen los servicios que prestan traductores e intérpretes institucionales.
Para confirmar las hipótesis propuestas, desarrollaremos diferentes puntos: a) expondremos un marco teórico que engloba los contenidos en los que se enmarca nuestra investigación; b) describiremos la labor de los traductores e intérpretes de las Naciones Unidas y cómo gestionan sus necesidades lingüísticas las diferentes organizaciones de la ONU; y c) analizaremos los resultados de tres encuestas dirigidas a los funcionarios diplomáticos de la Representación Permanente en Ginebra, a los traductores y a los intérpretes que trabajan o han trabajado en las Naciones Unidas. Por último, los resultados nos ofrecerán una óptica más detallada de la posición de los diplomáticos ante los Servicios de Traducción e Interpretación y del modo en que abordan su trajo los traductores e intérpretes en el seno de las organizaciones de las Naciones Unidas. Además, se confirma la hipótesis de que es posible implementar mejoras a medio y largo plazo tanto en el planteamiento de los concursos-oposiciones como en la formación académica y tecnológica y se confirma también que los funcionaros diplomáticos de la Representación valoran positivamente el trabajo que prestan los traductores e intérpretes a las Naciones Unidas. The United Nations is an international organization that assembles 193 Member States. Therefore, its linguistic and cultural variety is evident. Due to its internationality, the UN works with six official languages: Arabic, Chinese, English, French, Russian and Spanish. In order to ensure linguistic equality, it is necessary to establish a department that brings together translators, interpreters and other language professionals.
The main objective of this research is to analyse the situation of institutional translation and interpreting at the United Nations with focus on the Permanent Mission of Spain to the United Nations Office and other International Organizations in Geneva. This project is a qualitative descriptive study that aims to review how the different UN organisations work with Translation and Interpretation Services, pointing out the positive and negative aspects. The main hypothesis is whether the Translation and Interpreting Services
can improve how to manage and work with language professionals in the future. We also like to complement this idea with the secondary hypothesis of whether the diplomats belonging to the Permanent Mission in Geneva value and recognize the services provided by institutional translators and interpreters to the United Nations in Geneva.
To confirm these hypothesis, we will expound on different points: (a) we will present a theoretical framework that encompasses the contents in which our research is defined; (b) we will describe the work of UN translators and interpreters and how the different organizations manage their language needs; and (c) we will analyse the results of three surveys addressed to the diplomats belonging to the Permanent Mission in Geneva, to translators and interpreters who work or have worked at the United Nations on a permanent or temporary basis. Finally, the results will provide us with a more detailed view of the diplomat’s position regarding the Translation and Interpreting Services and how translators and interpreters within United Nations organizations tackle their work. Furthermore, the first hypothesis stating that improvements can be made in the medium and long term in both the language competitive examinations (LCE) and in academic and technological training is confirmed. We can also conclude that diplomats of the Permanent Mission in Geneva value the work translators and interpreters do for the UN.
