distintas dimensiones: bilateral, subregional, regional, no gubernamental,
europea.
The special nature of the Spanish Latin American policy, together
with Spain's membership in the European Union (EU), has caused it
to take different dimensions, bilateral, sub-regional, regional, nongovernmental
and european. All these dimensions are intimately related,
and must be considered together. In particular, the regional dimension
represents one of the most characteristic elements of the
Spanish Latin American policy. Spain is the only EU country which
can be said to have a real regional policy aimed at that region. The Government
of Rodríguez Zapatero has developed a new Latin American
policy, distinct from that of Aznar, which has allowed a reinforcement
of the bilateral and regional dimensions. The Iberoamerican
Summits are the ultimate expression of this policy, which has entered
in a new era with the Rodríguez Zapatero, a fact which has become
particularly apparent throughout the proceedings of last three Summits.
Today, we can talk about the new common Latin American space
as a reality.
