Resumen
En primer lugar, ¿qué entendemos por inundación?, pues según lo dispuesto en el artículo 2 de la Directiva 2007/60/CE del Parlamento Europeo y del Consejo, de 23 de octubre de 2007, relativa a la evaluación y gestión de los riesgos de inundación, es lo siguiente:
“Anegamiento temporal de terrenos que no están normalmente cubiertos por agua. Incluye las inundaciones ocasionadas por ríos, torrentes de montaña, corrientes de agua intermitentes del Mediterráneo y las inundaciones causadas por el mar en las zonas costeras, y puede excluir las inundaciones de las redes de alcantarillado”.
En el caso que nos ocupará en este trabajo, será la inundación producida en la primera quincena de abril de 2018, en la provincia de Zaragoza (Comunidad Autónoma de Aragón), concretamente, entre las poblaciones de Gallur y Alagón, debido a la crecida del río Ebro.
Para el estudio, se han empleado técnicas de teledetección, con imágenes proporcionadas por satélites (Sentinel 1 y Sentinel 2) y ortofotografías por vuelo aéreo.
Se han probado una serie de filtros, con distintas amplitudes de ventanas, y también, índices de agua, con el objeto de obtener las áreas inundadas, que detectan los mismos. Para ello, se han empleado las técnicas de los umbrales de calibración, para la creación de las máscaras de agua, así también, el empleo de índices de agua.
Los resultados obtenidos, se han comparado entre sí, mediante las matrices de confusión resultantes. Obteniendo de esta manera, el filtro e índice de agua más idóneos, IDAN y Ndwi respectivamente. First of all, what do we understand by a flood? According with the provisions of Article 2 of the Directive 2007/60/EC of the European Parliament and the council of 23 October 2007, on the assessment and management of flood risks, it is the following:
“The temporary covering by water of land not normally covered by water. This shall include floods from rivers, mountain torrents, Mediterranean ephemeral water courses, and floods from the sea in coastal areas, and may exclude floods from sewerage systems”.
In the case we are going to study in this work, will be the flood produced in the first fortnight of April 2018, in Zaragoza (Autonomous Community of Aragon), specifically between the villages of Gallur and Alagon, because of the flood of the river Ebro.
Remote sensing techniques, have been used for the study, with images provided by satellites (Sentinel 1 and Sentinel 2) and aerial orthophotographs.
The filters have been tested, with different windows size, and also, water index, with the purpose of obtain the flooded areas. Techniques of calibration thresholds, have been used to create the water masks. Also, water indexes have been used to decide the flooded areas.
The results have been compared between them, using the results of contingency tables. The best filter and water index are IDAN and Ndwi, respectively.
