La figura del intérprete de Servicios Públicos ante el racismo sistémico en España

Abstract

El reciente asesinato del afroamericano George Floyd por un agente de la policía de Minneapolis ha provocado que millones de personas en todo el mundo salgan a las calles a denunciar la situación de racismo que, actualmente, aún tienen que soportar las personas negras que viven en países occidentales. Como exponemos a lo largo del presente estudio, el racismo aún forma parte de la estructura social de numerosos países occidentales, entre los que estudiaremos el caso de España, donde las instituciones públicas representan, actualmente, el ámbito con mayor número de denuncias por discriminación racista, ámbito en el que también ejercen su profesión los intérpretes que cursan el Máster en Comunicación Intercultural, Interpretación y Traducción en los Servicios Públicos al que está destinado este trabajo. El objetivo principal de esta investigación será analizar la figura del intérprete de Servicios Públicos ante el racismo sistémico en España. Así, dado que vivimos en un país cuya estructura social continúa siendo considerada racista, cabe esperar que la lengua con la que se comunican los miembros de esta sociedad, y que, además, representa el principal instrumento de trabajo de los intérpretes de SSPP, esté impregnada de terminología y fraseología con base racista. De este modo, en el presente estudio planteamos diversas hipótesis en relación con la figura del intérprete ante el racismo sistémico en España: en primer lugar, comprobaremos si los propios intérpretes muestran prejuicios a la hora de interpretar a personas angloparlantes de procedencia no occidental; en segundo lugar, si los intérpretes tienen conocimiento acerca de todas las culturas asociadas a los idiomas con los que trabajan (en el caso de este estudio, todas las culturas asociadas a los países cuya lengua oficial, o una de sus lenguas oficiales es el inglés); en tercer lugar, si los intérpretes son capaces de identificar sin ningún problema cualquier mensaje o comentario con tinte racista que un funcionario de Servicios Públicos pueda emitir, y, en último lugar, investigaremos acerca de si los intérpretes conocen las expresiones racistas que existen en sus lenguas de trabajo, y comprobaremos cuál es su decisión terminológica a la hora de interpretar tales expresiones. Así, finalizado este análisis, resolveremos la siguiente cuestión: ¿Son los intérpretes de Servicios Públicos un eslabón más en la cadena de propagación del lenguaje racista? Para confirmar esta hipótesis trataremos los siguientes puntos: i) presentaremos los conceptos filosóficos de ideología, hegemonía y axiología, así como la disciplina del orientalismo, fundamental para comprender el nacimiento del racismo en las sociedades occidentales, ii) analizaremos el racismo presente en los Servicios Públicos y en la lengua española, y iii) procederemos a la exposición de los resultados de una encuesta realizada a intérpretes de servicios públicos que trabajan en el ámbito sanitario, por un lado, y en el ámbito jurídico, policial y administrativo, por otro lado. Por último, los resultados se encuentran alineados con la veracidad de las hipótesis, por lo que observamos que los intérpretes de Servicios Públicos encuestados carecen de la formación necesaria para hacer frente a estas situaciones, y sugerimos un ejercicio de responsabilidad por parte de los profesionales para contribuir al desarrollo y el progreso de la profesión en esta materia

The recent murder of the African-American George Floyd by a Minneapolis police officer has brought millions of people around the world onto the streets to protest against the racism that black people living in Western countries still have to endure nowadays. As we explain throughout this study, racism is still part of the social structure of many Western countries, among which we will study the case of Spain, where public institutions currently represent the area with the greatest number of racist discrimination complaints, an area in which interpreters who are studying the Master’s Degree in Intercultural Communication and Public Service Interpreting and Translation for which this work is intended carry out their profession. The main objective of this research is to analyse the role of the public service interpreter in the face of systemic racism in Spain. Thus, given that we live in a country whose social structure continues being racist, it is to be expected that the language that the members of this society use for communication purposes, and that, moreover, represents the main working tool of public service interpreters, is impregnated with racist-based terminology and phraseology. Therefore, in this study we present various hypotheses in relation to the role of the interpreter in the face of systemic racism in Spain: Firstly, we check whether the interpreters show prejudices when interpreting English speakers of non-Western origin; secondly, we study whether the interpreters are knowledgeable about all the cultures associated with the languages they work with (in the case of this study, all the cultures associated with the countries whose official language, or one of their official languages, is English); thirdly, whether interpreters are able to readily identify any racist messages or comments that a public service officer may make; and finally, whether interpreters are familiar with the racist expressions that exist in their working languages, and which would be their terminological decision when interpreting them. Once this analysis is complete, the question is: Are public service interpreters another link in the propagation chain of racist language? To verify this hypothesis we will discuss the following issues: i) we will present the philosophical concepts of ideology, hegemony and axiology, as well as the discipline of Orientalism, which is fundamental to understand the origin of racism in Western societies, ii) we will analyse the racism that is present in the Public Services and in the Spanish language, and iii) we will present the results of a survey conducted among public service interpreters working in the health field, on the one hand, and in the legal, police and administrative fields, on the other. Finally, the results confirm the veracity of the hypotheses, so we observe that public service interpreters are not sufficiently trained to deal with these situations, and we suggest an exercise of responsibility by professionals to contribute to the development and progress of the profession in this area.
