dc.description.abstractEl estudio analiza la nueva ley de transparencia y acceso a la información aprobada en España. Se hace referencia a la importancia que puede tener la consideración del acceso a la información como derecho fundamental en el marco de la libertad de información del artículo 20 CE. Se expone el ámbito y sujetos obligados por la ley, la información activa que de forma obligatoria se ha de suministrar y especialmente, el derecho de acceso a la información pública, sus límites y las discutibles garantías, recursos y órganos de garantía establecidos. Por último, se hace una valoración positiva de la ley, indicando en todo caso las críticas más importantes al tiempo que se señala lo que se considera la clave para el futuroes_ES
dc.description.abstractThe new law on transparency and access to information passed in Spain is analyzed. It is emphasized the importance of the right of access to information as fundamental right included in the freedom of expression. The author explains the scope and subjects required by law, the active information that compulsorily has to be provided. Especially it is detailed the right of access to public information, its criticized limits, guarantees, claims and institutions that have been established by law. Finally, a positive assessment of the law is made, any case, the author mentions the most negative aspects of the law and the keys to the futureen
