Las inundaciones en la cuenca del Segura en las dos últimas décadas del siglo XX : actuaciones de prevención

Abstract

En este trabajo se tratan las inundaciones que han tenido lugar en el periodo 1980-2000 en la cuenca del Segura, citándose los autores que con distintos enfoques las han estudiado. Se analizan sus características, causas e impactos, así como las conclusiones que se derivan de ellas. Se describen todas las actuaciones realizadas en la cuenca para prevenir o minimizar el riesgo de las avenidas, prestando especial atención a las obras estmcturales y al actual sistema de infonnación hidrológica. Por último, se discuten las actuaciones realizadas y se proponen otras actuaciones no estructurales para minimizar en lo posible el riesgo de inundaciones. Se concluye, con la convicción de que en'adicar las inundaciones por completo de la Cuenca del Segura, es casi imposible. De ahí la necesidad de convivir con un riesgo, pero "asegurado en pérdidas", y la necesidad de contar con un plan integrado, siendo necesario desarrollar una política eficaz de prevención de inundaciones.

In this work are tried the floods that have had place in the period 1980 - 2000 in the Segura basin, being cited the authors that with different approaches the have studied. They are analysed their characteristic, causes and impacts, as well as the conclusions that are derived from they. They are described all the proceedings executed in the basin to prevent or minimise the risk of the flooding, paying special attention to the structural works and to the present hydrological information system. Finally, they are discussed the proceedings executed and are proposed other not structural proceeding to minimise, in what is possible, the floods risk. It is concluded, with the conviction of the fact that to eradicate the floods completely of the Segura basin, it is almost impossible. From there the need of living together with a risk, but "assured in tosses", and the need of to have an integrated plan, being necessary to develop an effective prevention policy of floods.
