This article analyzes the European policy developed by the Government of José Luis Rodríguez Zapatero from the General Elections in Match 2004 to mid-2007. During these three years, which they have been deeply influenced by the EU constitutional crisis, the Socialist Government has tried to define its own agendas and alliances differentiated from the previous Conservative Administration. First, the main characteristics of this new European policy have been the maintenance of pragmatism, the normalization of the dissent and the effort to revitalize the alliances with France and Germany. Second, the Government has had to adapt the Spanish 'yes' vote to the EU Constitutional Treaty, approved by referendum, to the new enlarged EU context where the member states have negotiated the EU Reform Treaty which is still vague. Finally, Spain has also been influential in those areas where lately the Union has progressed the most (Migrations, Energy and Defence policies).
