La política de cooperación española a partir de 2008 : el reto de culminar las reformas

Abstract

Con el Gobierno Socialista (2004-2008) se ha iniciado una fase de reformas en la política española de cooperación al desarrollo, que suponen un fuerte aumento del esfuerzo de ayuda y de la Ayuda Oficial al Desarrollo (AOD) total; una marcada orientación de la política a los Objetivos de Desarrollo del Milenio (ODM); mejoras en la planificación y los instrumentos de la ayuda; y reformas en el marco legal e institucional. Sin embargo, hay desafíos importantes en materia de consolidación de los presupuestos, de coherencia de políticas, de la reforma de la Agencia Española de Cooperación Internacional (AECI), y de adaptación al nuevo marco internacional de la Declaración de París sobre Eficacia de la Ayuda, que no van a poder llevarse a cabo en esta legislatura. Tras hacer un balance de la legislatura, este artículo plantea que, a pesar del cambio de Gobierno en 2008, se debe asegurar la continuidad de las políticas y que esas reformas puedan ser completadas.

The Socialist Government (2004-2008) began a phase of reforms in the Spanish Development Co-operation Policy, that means a high increase in the Official Development Assistance (ODA) resources and the aid effort; a marked policy focus to the Millennium Development Goals (MDGs); improvements in planning and the aid Instruments; and reforms in the legal and institutional frameworks. However, important challenges remain in the fields of budget consolidation, policy coherence, the reform of the Spanish Agency of International Cooperation (AECI), and the adaptation to the new International framework of the Paris Declaration on Aid Effectiveness, that won't be carried out in this government term. After making an appraisal of this term, this article argues that despite the change of government in 2008, it's necessary to assure the continuity of policies and to accomplish the reforms already initiated.
