La dimensión regional de la política iberoamericana en España

Abstract

El carácter singular de la política latinoamericana de España y la pertenencia de España a la Unión Europea hace que la misma tenga distintas dimensiones: bilateral, subregional, regional, no gubernamental, europea. Dimensiones todas ellas íntimamente relacionadas, que se condicionan mutuamente. En concreto, la dimensión regional constituye uno de los elementos más característicos de la política de España hacia América Latina. España es el único país de la Unión Europea que se puede decir que tenga realmente una política regional respecto de la región. El Gobierno de Rodríguez Zapatero ha desarrollado una nueva política latinoamericana, distinta de la del Gobierno de Aznar, que ha permitido un relanzamiento de las dimensiones bilateral y regional. La máxima expresión de esa política regional la constituyen las Cumbres Iberoamericanas, que han entrado con el Gobierno de Rodríguez Zapatero en una nueva etapa, como se ha puesto de manifiesto en las tres últimas Cumbres celebradas. Hoy, se puede ya hablar de un espacio común iberoamericano como una realidad en marcha.

The special nature of the Spanish Latin American policy, together with Spain's membership in the European Union (EU), has caused it to take different dimensions, bilateral, sub-regional, regional, nongovernmental and european. All these dimensions are intimately related, and must be considered together. In particular, the regional dimension represents one of the most characteristic elements of the Spanish Latin American policy. Spain is the only EU country which can be said to have a real regional policy aimed at that region. The Government of Rodríguez Zapatero has developed a new Latin American policy, distinct from that of Aznar, which has allowed a reinforcement of the bilateral and regional dimensions. The Iberoamerican Summits are the ultimate expression of this policy, which has entered in a new era with the Rodríguez Zapatero, a fact which has become particularly apparent throughout the proceedings of last three Summits. Today, we can talk about the new common Latin American space as a reality.
