Hugo Chávez y el futuro del petróleo venezolano (II)

Abstract

El auge de los precios del petróleo ha generado ingresos sin precedentes para el gobierno de Venezuela. El presidente Hugo Chávez ha aprovechado los grandes flujos de «petrodólares» para financiar sus ingentes gastos sociales y subvencionar muchos de sus objetivos geopolíticos en el escenario internacional. Pero su creciente intervensionismo en el sector energético venezolano amenaza el nivel de inversión y producción del petróleo y gas, mientras que su intento de desviar sus exportaciones del petróleo, tradicionalmente destinadas a EEUU, a los crecientes mercados en Asia no tendrá ningún impacto geopolítico tangible más allá de lo más mediático y superficial. Al fin y al cabo, tampoco está claro que los gastos sociales de Chávez serán capaces de crear una base para un desarrollo económico sostenido.

The rise in oil prices has generated unprecedented levéis of income for the Venezuelan government. President Hugo Chávez has used these massive flows of 'petrodollars' to finance his ever-growing social spending at home and to underpin his ambitious geopolitical objectives abroad. But his government's increasing interventionism in the Venezuelan energy sector is now threatening to undermine oil and gas investment and depress production levéis, while his geopolitical gambit to divert Venezuela's oil exports, traditionally destined for the US, to growing markets in Asia will have no tangible geopolitical impact beyond the ephemeral slogans abused by the media. And in the end, ñor is it clear that Chávez's insistence on spending so much money on the poor will help lay the foundations for sustainable economic development.
