Abstract
Los gobiernos centroamericanos han respondido a los graves problemas
de violencia juvenil y de pandillas con políticas policiales
de «Mano Dura» y con el despliegue de las fuerzas armadas. Aunque
esta estrategia tiene respaldo popular, es ineficaz en reducir la
violencia pandillera (las tasas de homicidios en la región se han
incrementado en lugar de bajar). Además, tiene consecuencias
alarmantes para los procesos incipientes de reforma policial en la
región. El involucramiento de las fuerzas armadas en accionar policial,
el aumento del poder arbitrario de la policía, y el ambiente
de tolerancia para acciones extrajudiciales en contra de supuestos
pandilleros, todos socavan los avances modestos en reforma policial
que han tenido lugar en la región. En combinación con programas
de prevención y de rehabilitación, los gobiernos deben
implementar estrategias policiales mucho más enfocadas y eficaces
para controlar la violencia juvenil. Central American governments have responded to the serious
problem of youth gang violence with heavy handed policing and
the deployment of the military. This strategy, though politically
popular, is ineffective in reducing gang violence (homicide levels
in the region have gone up rather than down). It also has alarming
consequences for the incipient processes of police reform in
the region. By involving the military in policing, increasing the
arbitrary power of the police, and creating a climate of tolerance
for extrajudicial action, «mano dura» policies are undermining
the modest advances that have been made in the police reform
process. Combined with programs of prevention and rehabilitation,
more carefully focused and effective policing strategies
should be implemented.
