Abstract

The Democracy is already a political and electoral reality in Latin America. We don't discuss anymore about the ways to restore a regime of political guarantees for individuals and parties; or about the ways for the dismantling of the authoritarian regimes; a long time ago we stop to debate the forms that would take the transition or the reestablishment of the democracy. On the contrary, in the center of the discussions are the deliberations about the quality of the regimes that we have built: how to solve the problems created by the consolidation of the democratic model that allows that the plurality of the society can coexist and compete according to the law and by pacific means. We faced a complex reality: the democracy has new and different requirements that demand a big effort of comprehension and intellectual and political preparation.
