Abstract

The Iberoamerican Summit Meetings of Head of States and Governments, that have been celebrated since 1991 are today in a delicate situation, as a consequence of their progressive exhaustion and because of the increasing lack of interest of Latin American countries. The reform process of Iberoamerican Summit Meetings that Viras opened in the Bavarian Summit (2002), and was finished in the San José de Costa Rica Summit (that will be celebrated in Salamanca in the year 2005), offers the possibility that, along with the important institutional changes that had been approved, some dynamics and subjects that characterize them can be rethink; with the purpose of giving them more visibility and operational ability in the Iberoamerican societies.
