La gobernabilidad en América Latina ante la próxima Cumbre de Guadalajara

Abstract

Frente al cambio de gobierno que tiene lugar en España y la próxima reunión de jefes de estado de América Latina y la Unión Europea (UE), América Latina aparece como una región del mundo que sin ser un continente "perdido" como el África, no tiene el horizonte positivo que hoy muestran tanto la periferia de Asia como la de Europa. La "gobernabilidad" surge como una cuestión clave para resolver; que combina tanto factores político-jurídicos como económico- sociales e histórico-culturales (I). El debate sobre el libre comercio hoy parece plantear más dudas que certezas (II) en un contexto en el cual se produce un debate crítico sobre los modelos implementados en la década de los años noventa (III), cuando además parece existir cierto pesimismo sobre el futuro de la región (IV). Es en este marco donde se hace necesario repensar la agenda común entre Europa y América Latina, ante la próxima Cumbre de jefes de estado y de gobierno de ambas regiones que se reunirá en mayo en Guadalajara (V).

Due to the governmental changes that took place in Spain and the next meeting of the Prime Ministers of Latin America and the European Union, Latin America stands out as a región of the world that doesn't have the positive horizon that are showing some periferic Asian and European countries. The "governability" appears as a central topic to be solved; that combines political, legal, social-economic, historical and cultural factors. Nowdays, the discussion about free trade seems to present more doubts than certainties, under a context in which critical debates about models that were implemented in the 90's are produced. Moreover, there exists certain pessimism on the future of the región. So, it's necessary to rethink the common agenda between Europe and Latin America, which will face both regions Prime Minister's at the next meeting, which will be held in May in Guadalajara.
