Abstract
El apoyo sanitario constituye un recurso crítico e indispensable para el desarrollo
de las operaciones militares de cualquier índole. La Sanidad Militar española ha
aprovechado el incesante desarrollo de las tecnologías con el fin de mantener y promover
la salud de sus tropas tanto dentro como fuera de nuestras fronteras, convirtiéndose la
Telemedicina en una herramienta fundamental e indispensable durante los despliegues
sanitarios en lugares remotos.
La Telemedicina, definida como la medicina practicada a distancia, rompe
barreras geográficas, temporales, sociales y culturales. Desde su puesta en marcha en
1996, el Servicio de Telemedicina del Hospital Central de la Defensa “Gómez Ulla” ha
estado a la vanguardia mundial, adaptándose a las necesidades requeridas por la misión
de nuestros Ejércitos. En los últimos años, el número de teleconsultas ha sufrido un
incremento significativo ligado al continuo desarrollo y mejora de sus prestaciones.
En este estudio retrospectivo se han revisado un total de 481 enlaces con el
Servicio de Telemedicina del Hospital Central de la Defensa “Gómez Ulla” realizados
durante el año 2019, de los cuales 252 fueron excluidos al tratarse de conexiones cuya
finalidad era la comprobación de los equipos y las comunicaciones, y 12 por información
errónea o incompleta o, bien, por corresponder a personal no militar. Las teleconsultas
han sido recogidas desde 55 centros remotos diferentes requiriendo un total de 20
especialidades médicas distintas, lo que pone de manifiesto la gran variedad de cometidos
de nuestros Ejércitos, así como el contexto ambiental en que realizan sus operaciones.
Del total de las 217 teleconsultas, el 24,88% fueron destinadas al Servicio de
Cirugía Ortopédica y Traumatología, siendo el servicio más solicitado, seguido de los
Servicios de Dermatología y de Medicina Interna. Las operaciones en curso de las Fuerzas
Armadas Españolas generaron el mayor volumen de teleconsultas, principalmente desde
Líbano (UNIFIL), seguido de Mali (EUTM Mali) y el Océano Índico (EUNAVFOR
Somalia – Operación “Atalanta”). Además, las navegaciones de los distintos buques de
la Armada Española han supuesto un volumen importante de las teleconsultas,
principalmente las procedentes del Buque Escuela “Juan Sebastián de Elcano”.
El aumento del volumen de teleconsultas unido al desarrollo de los sistemas de
comunicación traduce la importancia del empleo de la Telemedicina en cualquier
despliegue sanitario Health support is an essential and crucial asset for the development of any military
operation. The Spanish Military Health has benefitted from the ongoing evolution of
technology in order to sustain and foster the health of its troops both within and beyond
our borders, being Telemedicine in an indispensable tool during health deployments in
remote areas.
Telemedicine, understood as remote teleconsultation, breaks geographical,
temporary, social and cultural barriers. Since its implementation in 1996, the
Telemedicine Service of the Central Hospital of Defence "Gómez Ulla" has been at the
forefront of the world, adapting to the needs required by the mission of our Armed Forces.
In the last few years, the number of teleconsultations has suffered a significant increase
linked to the continuous development and improvement of its services.
In this retrospective study, a total number of 481 notifications to the Telemedicine
Service of the Central Hospital of Defence "Gómez Ulla" during 2019 have been
reviewed, of which 252 were ruled out as they were submissions for the purpose of
checking equipment and communications, and 12 on the grounds of inaccurate or
incomplete information or since they corresponded to non-military personnel. The
teleconsultations have been collected from 55 different remote centres requiring 20
different medical specialities, which highlights the wide variety of tasks our Armed
Forces carry out, as well as the diversity of the contexts in which they take place.
Out of the total number of 217 teleconsultations, 24.88% were addressed to the
Orthopaedic Surgery and Traumatology Service, which was the most requested service,
followed by the Dermatology and Internal Medicine Services. The current operations of
the Spanish Armed Forces accounted for the highest volume of teleconsultations, mainly
from Lebanon (UNIFIL), followed by Mali (EUTM Mali) and the Indian Ocean
(EUNAVFOR Somalia - Operation "Atalanta"). In addition, the different ships of the
Spanish Navy have also generated an important volume of the teleconsultations, mainly
those coming from the Training Ship "Juan Sebastián de Elcano".
The increase in the volume of teleconsultations together with the development of
communication systems emphasizes the importance of the use of Telemedicine in any
health deployment
