Abstract
El medio rural en España lleva décadas siendo desmantelado, y no han existido ni políticas ni
debates generales sobre lo que ocurre en gran parte del territorio: la desapareción de pueblos.
Cada vez son menos las posibilidades de desarrollar actividades que permitan la vida en el campo,
ya sea a través de la explotación de los recursos naturales, o de las actividades relacionadas con
el ámbito rural.
Las grandes ciudades han capitalizado los medios de producción, consumo y servicio en los
últimos 100 años convirtiéndose en sumideros de recursos, y a pesar de haber conseguido
homogeneizar y democratizar el estándar de un mejor hábitat, se percibe un clima que evidencia
que las ciudades son cada vez más hostiles y tensas: alquileres abusivos, infraviviendas,
encarecimiento de los recursos, ocio de consumo, islas de calor, aire de mala calidad... Algo que
se ha agudizado tras la pandemia, la cual ha favorecido que más personas vuelvan a sus pueblos
para teletrabajar o emprender.
En medio de este clima se pone en marcha la Agenda Urbana del Alto Tajo, un proyecto piloto en
España que busca, mediante acciones relacionadas principalmente con el emprendimiento, poner
freno a la despoblación. El reto demográfico es uno de los principales objetivos a tratar con este
plan estratégico, apoyándose en disciplinas como el ordenamiento territorial.
Las dos herramientas principales del ordenamiento (la legal y la gráfica), se hacen ineficaces
cuando los medios de los que se dispone en pequeños municipios no pueden gestionarlas. Es
primordial reformular y consensuar cuáles pueden ser los pasos a seguir en esta materia, que es la
base generatriz, posibilitadora, para que ocurran espacialmente algunos de los proyectos con los
que cuenta la Agenda Urbana. De esta forma se puede hacer viable y abarcable la ejecución de las
acciones necesarias para la reactivación, desde la realidad que viven muchos municipios, carentes
tanto de personal cualificado como de personal que pueda ejecutarlas.
A través del análisis de la Mancomunidad del Alto Tajo desde distintos ámbitos, se llega
a un borrador de conclusiones acompañadas tanto de un marco legal como de un marco
propositivo a nivel gráfico. Se pretende reconvertir, con ayuda de los agentes necesarios, en un
área funcional que permita el desarrollo urbano y la regeneración de su tejido. Es un ejercicio ajustado al tiempo actual con perspectivas de ser un proyecto de largo recorrido, extrapolable
a medios rurales que estén experimentando esta situación provocada por la despoblación y el
abandono social y administrativo.
Redactado en torno al trabajo de la propuesta de ordenamiento de la Mancomunidad, tal y como
la Agenda Urbana del Alto Tajo especifica en su Acción 4, se condensa parte del desarrollo de tres
meses de análisis y estudio. Se pretende aquí reflejar, no sólo el aspecto técnico, sino también la
calidez de haber podido participar en un proyecto evocador que busca devolver vida, revertir los
efectos de la despoblación y preparar para el futuro al medio rural. During many years in Spain countryside has suffered the abbandon due to inactivity in terms
of policies, reflected on the lack of mainstrean speeches about what is happening in the vast
territory: little villages are dissapearing. It’s almos impossible to live developing activities related
to the country such as the land work or the run of bussinesses more in touch with the natural
resources, making it hard to live in this areas.
In the last 100 years big cities have turn into the catalyst of the production, consumption and
the offer of services, becoming the dark hole of resources in the territory. Nevertheless, the
reach of some standars in confort and better accomodattion in the cities is in constant conflict
with the fact that the perception about what is like to live in a big citie really is: hostile and tense
(abbusive rents, tiny flats, rising prices, leissure of consumption, heat islands, low quiality air...).
After the pandemic all of this problems have been seen easily, making people get back to their
childhood towns to work remotely or run a new bussiness.
This is how the Urban Agenda of the Alto Tajo is conceived, as a brand new project that fights
against the city problems but mainly against the depopulation of the area of the Mancomunidad
of the Alto Tajo, looking for solutions more related to entrepeneurship but also other disciplines
such as the urbanism.
The main keys in land use planning are the law and the graphic plans, but these are not usefull in
this areas because the tools that are given to mayors can´t be handled by them, so one of the main
objectives is to make it clear so they can plan and agree about what are the next steps to follow in
this discipline that can make real and can define the space uses of those projetcs that are about to
start after the Agenda gets approved. This is important because the word BE ABLE is one of the
most important in this project, counting with the lack of people that is not quialified and also that
can not run the project on their own because of time.
Hand by hand, some law tips and some plans create a purposal wich is the route to take to
make it possible to create a functional area, that wants to reconvert itself with the help of
the necessary agents in a place where the demography challenge is more than a problem but
an objective to defeat by real and accurate tips that can be the way to walk not just in the Mancomunidad of the Alto Tajo but also in other places that are evidencing the same effects
of the depopulation.
This text is written from the experience and the develope of the fourth action that is redacted in the
Urban Agenda, related to the purpose of a plan that can be used as a land use planning in the whole
area of the Manncomunidad, that is the reflect of this three months work in wich the technical staff
is not the only thing to talk about, a projet I feel very proud of to take part on because of its future
impact in a true problem about the depopulation of the countryside.
