La gestión de la seguridad como factor de calidad y eficacia para el acceso a personas vulnerables en contexto hostil

Abstract

El presente documento es producto de una labor de revisión bibliográfica, habiendo centrado el tema principal del manejo de la seguridad en el contexto específico que se pudo conocer de primera mano por parte del alumno en terreno durante las prácticas del MUAHS en los proyectos desarrollados por MdM en Cisjordania y más concretamente, en el programa de SSR y VBG que se iba a implantar con mujeres de comunidades beduinas del área de Jericó. Para ello, se exponen algunos de los aspectos específicos del difícil y compleja situación que se plantea junto con otros que hasta el momento de la realización de este trabajo no se habían tenido en consideración por parte del autor pero que se han estimado igualmente importantes en el planteamiento de la seguridad, como puede ser la atención a cuestiones de género, punto cada vez más prioritario para muchas organizaciones humanitarias debido a la innegable necesidad de proteger a trabajadores y beneficiarios que puedan estar en peligro por razones de género u orientación sexual entre otras. La seguridad dentro de la acción humanitaria requiere de un compromiso a diversos niveles: las organizaciones tienen una obligación moral y legal en invertir esfuerzos y recursos al respecto, al tiempo que los trabajadores deben conocer las circunstancias específicas del contexto en el que desarrollan su labor, comprenderlas, prevenir situaciones que puedan ponerlos en peligro y saber actuar en caso de necesidad. Así mismo, las vulnerabilidades de la población beneficiaria no eximen de su derecho a protección.

This document is the product of a bibliographic review in the security management field. The main topic is focused in the specific context (known by first-hand by the author) during the MUAHS internship developed by MdM (Médecins de Monde) in West Bank, and more specifically, in the SRH and GBV program that was implemented with women from Bedouin communities in the Jericho area. Some of the specific aspects of the difficult and complex situation that arises are exposed in this work, along with others that until the moment of this work were not been taken into consideration by the author, but which have been considered equally important in the approach to security. One of these aspects was the attention to gender issues, an increasingly priority point for many humanitarian organizations due to the undeniable need to protect workers and beneficiaries who may be in danger for reasons of gender or sexual orientation among others. Security within humanitarian action requires a commitment at various levels: organizations have a moral and legal obligation to invest efforts and resources in this regard, while workers must be aware of the specific circumstances of the context in which they carry out their work, understand them, prevent situations that could put them in danger and know how to act in case of need. Likewise, the vulnerabilities of the beneficiary population do not exempt their right to protection.
