Abstract
La llegada a nuestro país de población extranjera en un espacio y tiempo limitado a partir de la década de los 90, ha tenido como consecuencia principal la transformación de nuestra sociedad y realidad actual. El asentamiento de estos grupos de población procedentes, sobre todo, del Norte de Europa, África y el Sur de América en lugares concretos del territorio español, como la provincia de Alicante, ha conllevado a la creación de espacios multiculturales y de encuentro de diferentes lenguas dentro de España. Sin embargo, con el endurecimiento de la Ley de Extranjería, debido a la entrada masiva de inmigrantes, y el olvido de las políticas de integración en materia de inmigración, la situación que se nos presenta en la actualidad dista mucho de ser ideal y precisa de planes de acción que mejoren la calidad de vida de todos y todas. Observamos que la población que llega a nuestro territorio no puede acceder a la información y a los servicios públicos con las mismas garantías que un ciudadano español, así como tampoco se siente parte de la sociedad aún cuando lleva años viviendo, trabajando o incluso ya ha obtenido la nacionalidad en España. Surgen así los denominados conflictos entre la administración y el inmigrante, o entre este y la población autóctona, lo que tiene como consecuencias mayores la creación de guetos o la exclusión social. Sin embargo, gracias al surgimiento de profesiones de carácter social, cultural y lingüístico como la Traducción e Interpretación en los Servicios Públicos y la Mediación Intercultural, se hace posible combatir, desde el municipio, lugar de primera toma de contacto con el extranjero, la falta de integración de la persona que llega a territorio español, así como mejorar la convivencia entre las partes. Por ello, el objetivo de este trabajo es concienciar a las administraciones (locales en nuestro caso) de la importancia de los factores culturales y lingüísticos en las relaciones que se mantienen con la población inmigrante, así como, proponer un plan de mejora en el ámbito local que facilite la convivencia y las relaciones entre foráneos y autóctonos, haciendo uso de los servicios de traducción e interpretación y mediación intercultural. Al fin y al cabo, si logramos conseguir la aceptación del otro y reconocemos el fenómeno de la inmigración como un hecho imparable, podremos convivir desde los municipios respetando y apreciando a cualquier ser humano The arrival of foreign population in a limited space and time from the 90's, has had as main consequence the transformation of the current Spanish society and reality. The settlement of these groups of poeple coming, specifically, from the North of Europe, Africa and the South of America in concrete places such as in Alicante, has led to the creation of multicultural and multilingual spaces in Spain. However, the tightening of the Spanish Immigration Act, due to the massive wave of immigration, and the forgetfulness of integration policies in the matter of immigration has evoked a challenging situation which need to be attended so as to improve the quality of life of everybody. It is observed that the immigrants that arrive at our country cannot access to the information and to the public services with the same guarantees that a Spanish citizen do. Furthermore, even though they have been living and working for years here or even when they have already obtained the nationality, they do not feel as part of our society. This leads to so-called conflicts between the administration and the immigrant, or between the immigrant and the native population. The greatest consequences of that is ghettoization or social exclusion. However, thanks to the emergence of social, cultural and linguistic professions such as Translation and Interpretation in Public Services and Intercultural Mediation, it is possible to combat, from the town, the lack of integration of the person who has just arrived to Spain, as well as to improve coexistence between the parties. Therefore, the aim of this work is to, on the one hand, raise awareness among the administrations (local in our case) of the importance of cultural and linguistic factors in the relations kept with the immigrant population. On the other hand, suggesting a plan for improving coexistence and interactions between foreigners and natives in town, making use of translation and interpretation and intercultural mediation services. At the end, if we manage to achieve the acceptance of the other and recognize the phenomenon of immigration as an unstoppable fact, we will be able to live together respecting and appreciating any human being
