La traducción e interpretación en materia de inmigración y el acuerdo hispano-argelino

Abstract

En el presente trabajo de análisis se ha realizado una investigación completa sobre el papel del traductor y del intérprete en los servicios públicos, específicamente en materias de inmigración y protección internacional. Para ello se ha procurado focalizar el trabajo en el origen de inmigración proveniente del Norte de África, especialmente de Argelia, se trata de una inmigración con mucha historia política, un país cercano a las costas españolas. Se ha intentado analizar los motivos que llevan a los ciudadanos jóvenes y no tan jóvenes a abandonar su país. Un país con grandes riquezas, el más grande África, pero con pocas oportunidades. Comentaremos también el tipo de inmigración, de qué manera estos ciudadanos huyen de su país, y qué rutas toman para huir. Para ello también se hablará de los sistemas de vigilancia que se han instaurado en los últimos años en las fronteras europeas y españolas. De este modo trataremos tanto la protección internacional en el mundo, como en España; así como los motivos que hacen que España acoja alto porcentaje de inmigrantes, pero que no acepte la gran parte de las muchas o pocas demandas de protección internacional. Se realizará un pequeño repaso de la manera en que España ha pasado de ser un país de ciudadanos emigrantes, a un país de acogida de inmigrantes. Cómo la inmigración magrebí llegó a España, los diferentes perfiles que podemos encontrar y máxime la aparición de la inmigración argelina, sus características y sus rutas hasta las costas de la península ibérica y las Islas españolas. Así mismo se tratará el acuerdo bilateral sobre la libre circulación de personas y los procedimientos protocolarios a seguir a la hora de expulsar inmigrantes ilegales entre Argelia y España. Se citarán algunos organismos, instituciones y asociaciones relevantes para la traducción e interpretación en materia de asilo y refugio. Estos organismos trabajan en conjunto con los traductores e intérpretes, gracias a ellos se les facilita la tarea, ya que sin la labor de estos últimos la comunicación entre profesionales e inmigrantes que requieren de ayuda y asesoramiento, sería complicada, casi imposible. Se hablará de las características del traductor e intérprete en la solicitud de protección internacional, en Organizaciones No Gubernamentales, asociaciones y el papel que desempeñan en el ámbito jurídico y policial.

Para terminar, se llevará a cabo el análisis de una encuesta y una entrevista realizadas específicamente para este estudio. La encuesta únicamente dirigida a argelinos y argelinas nacidos en Argelia y que hoy residen en España, esta encuesta se ha hecho con el objetivo de conocer de cerca datos y confirmar si hay coincidencias con lo investigado. Y, por otro lado, se ha realizado una entrevista a un personal de la embajada de Argelia de Madrid, sobre los procedimientos que se utilizan para las expulsiones de sus connacionales, sobre las dificultades puede encontrar un traductor e intérprete en este tipo de entrevistas, así como el rol que tiene y los inconvenientes.

In this research work, we have tried to make a complete investigation on the role of the translator and interpreter in the public services, specifically in the field of immigration and international protection.

To this end, we have tried to focus this work on an immigration "source", which is immigration from North Africa, especially Algeria. An immigration with a long history, a country close to the Spanish coast. An attempt has been made to analyses the reasons that lead young and not so young citizens to leave their country. A country with great wealth, the largest Africa, but with few opportunities. We will also talk about the type of immigration and how this immigration flees what routes it takes. We will also talk about the surveillance systems that have been established in recent years on the European and Spanish borders. To this end, we will talk about international protection both in the world and in Spain. As well as the reasons that lead Spain to be the country that receives many immigrants (legal or illegal) but does not accept many or few demands for international protection.

A small review will be made of how Spain has gone from being a country of migration to a country of immigration. How Maghreb immigration arrived in Spain and the profiles it has and, above all, the appearance of Algerian immigration, its characteristics and routes to the coasts of the Iberian Peninsula and the Spanish Islands. The bilateral agreement on the free movement of persons and the protocols to be followed when expelling illegal immigration between Algeria and Spain will also be discussed.

Some institutions and associations relevant to translation and interpretation in the field of asylum and refuge will be mentioned. These bodies work very closely with translators and interpreters, thanks to them the task is made easier, since without them they would not be able to communicate with the immigrants who need their help. The characteristics of the translator- interpreter in the application for international protection, in NGOs and associations and their role in the legal and police field will be discussed.

Finally, there will be an analysis of a survey and an interview. The survey has been addressed to Algerian men and women born in Algeria and who have lived in Spain, this survey has been done with the purpose of knowing data closely and confirming if there are coincidences with what has been researched. On the other hand, an interview was carried out with personnel from the Algerian embassy in Madrid, on how the expulsions of their nationals are carried out and what difficulties a translator and interpreter may encounter in this type of interview, as well as the role they play and the difficulties encountered
