Abstract
El artículo analiza el comienzo del fenómeno de los festivales en la España
franquista. Para ello se explica el proceso por el que los Primeros Festivales Artístico-
Populares, vinculados a la Universidad Internacional Menéndez Pelayo (UIMP) en 1952,
se transformaron en el Festival Internacional de Santander (FIS, 1954), a la vez que
ejercieron una importancia decisiva en la creación del Patronato y de la Junta Técnica
de Información y Educación Popular (1953) y del Plan Nacional de los Festivales de
España (1954), esto es, una política de Estado destinada a extender la cultura artística
(teatro, música y danza) a todas las regiones españolas. Razón por la cual, se estudiarán
las motivaciones de orden político-económico y socio-cultural que llevaron a la dictadura
del general Franco a implementar dicha planificación. This article analyzes the beginning of the phenomenon of the Festivals in
Franco’s Spain. To do this the author explains the process by which the First Artistic-
Popular Festivals, linked to the International University Menéndez Pelayo (UIMP) in
1952, were transformed into the Santander International Festival (FIS, 1954), at the same
time as them exercised a decisive role in the creation of the Patronato and the Technical
Board of Information and Popular Education (1953) and the National Plan of Festivals
of Spain (1954), ie a state policy aimed at expanding the artistic culture (theater, music and dance) to all Spanish regions. Reason for which, the author explores the politically, economic
and socio-cultural motivations that led to the dictatorship of General Franco to implement such
planning.
