Abstract
Las ciudades son el nuevo paradigma del siglo XXI, constituyen uno de los
grandes retos de la humanidad hoy día. El fuerte crecimiento y desarrollo
urbano acontecido en los últimos años, ligado a las importantes
transformaciones tecnológicas, ha puesto a las ciudades en el foco de multitud
de propuestas, proyectos y actuaciones de todo tipo, intentando dar respuesta a
sus necesidades. En este escenario de desarrollo actual y futuro, las ciudades
van a ser los motores principales de cambio y las denominadas “Smart Cities”
surgen aquí como la nueva transformación urbana necesaria para alcanzar un
verdadero desarrollo sostenible, económico, medioambiental y social.
No es posible acometer el estudio o el trabajo en este campo sin antes tener una
visión general sobre qué es la Ciudad Inteligente, su concepto y características,
los factores y agentes que intervienen en ella, el marco institucional y
administrativo de aplicación, sus necesidades y oportunidades, etc. Pero
también, desde el lado propositivo, es importante estudiar cuáles son las pautas
a seguir para afrontar una verdadera transformación y constituirse en una
Ciudad Inteligente, para lo que se ha de contar con una estrategia urbana, una
visión global y de futuro a medio-largo plazo, que establezca unos objetivos y un
modelo de ciudad a alcanzar, entendida como un ecosistema complejo que ha de
evolucionar hacia una gestión más eficiente y sostenible. Cities are the new paradigm of the 21st century. They constitute one of the
biggest challenges of humanity nowadays. Due to a strong growth and urban
development happened in last years, along with the important technological
transformations, cities have been set in front of the spotlight of multitude of
proposals, projects and actions of all types, which are trying to give and answer
to their needs. In this scenario of current and future development, cities are
going to be the main driving forces for change, and the named “Smart City”,
appears here as the new urban transformation necessary to achieve a true
sustainable economic, environmental and social development.
It is not possible to undertake the study, or work, in this field without having
previously an overview about what the “Smart City” is. First of all, it is basic to
know about the concept of Smart City and which are its characteristics, the
factors and agents that take part in it, the institutional and administrative
framework, to identify the main needs and opportunities, etc. But also on the
propositive side, it is important to study which are the guidelines and patterns
for facing a true transformation and so, becoming in a Smart City. For achieving
this, it is necessary to have the support of an urban strategy, with a global
vision and a current and future overview, in mid-long term, that establishes
goals and a city model that could be understood as a complex ecosystem that
has to develop towards a more efficient and sustainable management.
