dc.description.abstractEl encarecimiento y efectos ambientales negativos de las energías tradicionales hicieron que se incentivara el uso de energías renovables a costa de un déficit de tarifa. El desarrollo de la energía eólica ha sobresalido tanto en España como fuera de ella. Esta tecnología ha madurado y su coste se ha reducido considerablemente entre 1990 y 2012, favoreciendo la creación de una industria potente. La legislación española no previó su adaptación periódica a los avances técnicos ni al aumento de su utilización. Por ello el déficit de tarifa se ha convertido en un problema estructural que requiere que el estado asuma, al menos en parte, un porcentaje de los costes que no se pueden cargar directamente sobre el consumidor. El trabajo analiza las características del sector, con hincapié en el marco regulatorio específico, y a través e un ejercicio de simulación de un parque eólico muestra que se está incentivando en exceso la industria eólica, siendo este exceso una posible causa del déficit de tarifa. Se recomienda una reducción de las primas procurando a la vez no herir gravemente a la industria y paralizarla eventualmentees_ES
dc.description.abstractThe increase in the cost of traditional sources of energy and the negative environmental effects they cause have made it necessary to incentivize the use of renewable energies, at the expense of creating a tariff deficit. In Spain, like in the rest of the world, Wind Energy is the renewable source of energy that has advanced the most. Between 1990 and 2012 this technology has flourished which has resulted in a reduction of its costs as well as in the creation of a strong and consistent industry. The Spanish Legislation did not foresee that prices should adapt to periodical technical advances and to its increased use. As a result, the tariff deficit has developed into a structural problem requiring the intervention of the Spanish government to absorb at least part of the costs which cannot be charged entirely to the consumers. This paper analyzes the sector’s characteristics and shows, through a wind farm simulation exercise, that the industry of wind energy is being over incentivized, this excess in incentives being a possible cause of the current tariff deficit. The recommended solution is to decrease the incentives without seriously damaging the industryen
