De capitanías generales y tesorerías militares: el control financiero y sus dilemas en tiempos de Alejandro Farnesio (siglo XVI)

Abstract

A partir de fuentes inéditas, este artículo analiza qué tipo de medidas administrativas estableció la Corona en la década de 1580 para someter la gestión financiera de la capitanía general del ejército de Flandes a un control más riguroso. también proporciona evidencias documentales de por qué la Corona desistió en su empeño fiscalizador en esta misma década. Con ello, el artículo muestra la disyuntiva de incrementar o rebajar el control que se planteaba en coyunturas clave. Además, pone de manifiesto el apoderamiento que la función fiscalizadora del consumo de fondos militares podía proporcionar en un escenario de guerra; la resistencia que semejante apoderamiento suscitaba entre los agentes regios activos en dicho escenario; y la capacidad de presión que tales agentes estaban en condiciones de ejercer circunstancialmente sobre la Corona para impedir cualquier innovación en el estilo de gestión tradicional.

This article analyzes, thanks to unpublished documents, the administrative measures carried out by the Crown during the 1580s to bring under a stricter control the financial management of the general-captaincy of the Army of Flanders. furthermore, it shows documentary evidences which illustrate why the Crown withdrew its supervisory controls in the same decade. thereby, the article shows the choice to increase or reduce the control that arose in key junctures. Also it illustrates the seizure that the capacity to oversee military expenditure could provide in a war zone; the resistance that the supervisory function of the consumption of military funds could generate between the royal agents operating in a battle front; and the capacity of pressure that these agents were able to exercise circumstantially over the Crown to prevent any innovation in the traditional style of management.
