La presencia hispana en el actual Congreso estadounidense

Abstract

In recent times, the Hispanic population of the United States has become a powerful electoral force. Their vote has been historically oriented towards the Democratic Party of the incumbent U.S. President Barack H. Obama. Obviously, this growing electoral strength has been reflected in their political presence in the American life and it has been accomplished with their inclusion in the U.S. Congress. Although in the recent decades several studies on the status of the Hispanic community in the United States have arisen from both sides of the Atlantic, they have been primarily focused on casuistic, demographic, developmental or educational aspects. But only a few of them, if any, has exclusively focused on the numerical and symbolical representation of this community in the political field and, more specifically, on the main legislative body of the country, the Congress. The purpose of this article is precisely to investigate not only the historical presence of Hispanic legislators in the Congress, but also, and especially, their political influence in the present U.S. Congress. After doing an overall analysis of the historical situation of the Hispanic population in the United States, we will focus on the Hispanic presence in the U.S. Congress both along its history, and the current 113th Congress (2013-2015) Finally, and prior to the conclusions drawn throughout the paper, we will analyze the political influence of the Hispanic congressmen in both houses of Congress in the current U.S. legislative political system. As will be described later on, this group has been gradually changing turning from a poor oppressed minority, to one of the most dynamic groups of the country, introduced at all levels of country’s government.

La población hispana de los Estados Unidos se ha convertido, en los últimos tiempos, en una poderosa fuerza electoral cuyo voto se ha orientado históricamente hacia el Partido Demócrata del actual presidente estadounidense Barack H. Obama. Obviamente, esta fuerza electoral creciente se ha visto reflejada en su presencia política en la vida estadounidense que se ha consumado con su inclusión en el Congreso. Aunque en las últimas décadas han surgido diversos estudios sobre la situación de la comunidad hispana en los Estados Unidos desde ambos lados del Atlántico, éstos se han centrado principalmente en aspectos casuísticos, demográficos, evolutivos o educativos. Pero muy pocos, por no decir casi ninguno, se ha centrado en exclusiva en la representatividad numérica y simbólica de dicha comunidad en el ámbito político y más concretamente en el principal órgano legislativo del país, el Congreso. Precisamente ahí radica la finalidad de este artículo. Pretendemos investigar no sólo la presencia histórica de legisladores hispanos en el Congreso sino también, y principalmente, su influencia política en el actual Congreso estadounidense. Partiendo de un análisis global histórico de la situación de la población hispana en los Estados Unidos, nos centraremos posteriormente en la presencia hispana en el Congreso estadounidense tanto a lo largo de su historia como en el actual 113º Congreso (2013-2015). Finalmente, y con anterioridad a las conclusiones obtenidas a lo largo del artículo, analizaremos la influencia política de los congresistas hispanos en ambas cámaras en el actual sistema político legislativo estadounidense. Como iremos desglosando, este grupo ha ido transformándose paulatinamente de una minoría pobre oprimida a uno de los grupos más dinámicos del país, introducidos en todos los estamentos gubernamentales del país.
