La Cumbre de Lima, un encuentro de la asimetría euro-latinoamericana

Abstract

La quinta edición de las Cumbres euro-latinoamericanas no logró esquivar a las contradicciones presentes en sus encuentros antenotes, aunque esta vez fue articulado por parte de los presidentes latinoamericanos y caribeños muy claramente el deseo por recibir una respuesta europea a la creciente heterogeneidad en América Latina en un marco de una asimetría fundamental de la relación bi-regional. Aunque no quedaron ratificados acuerdos al respecto, esta tónica marcó al encuentro de Lima que fijó su atención en los temas del desarrollo sostenible y el desarrollo social. Pero también esta temática reflejó las asimetrías entre las partes, las cuales habrá que trabajar las instancias respectivas bástala próxima Cumbre en España 2010. Allí podrán ser discutidos también las recomendaciones de la Reunión de los parlamentos de América Latina y Europa (EuroLat) que apuntan hacia una asociación interregional global para relanzar las Cumbres euro-latinoamericanas de un cierco estancamiento operativo y propositito.

The fifth edition of the Euro-Latin-American Summit could not dodge the arisen contradictions that appeared before in last meetings, however this time it was clearly expressed by the Latin-American and the Caribbean presidents the wish to receive an answer from Europe to the increasing heterogeneous countries of Latin America in a framework of a fundamental asymmettical bi-regional relation. Even though the agreements were not ratified about this subject, thís trend set up the meecing of Lima that kept its attention to the topics of sustainable development and social development. Also these themes reflectad the asymmetries between pares, che ones that would be necessary to work with the respective instances until the next Spain Summit 2010. In this Summit will be discuss the recommendarions for the Reunión ofthe parliaments of Latin America and Europe (Eurolac) that suggest a Ínter-regional global association in order to prelaunch the Euro-Latin-American Summir that was in an operative standstill.
