Abstract
En apenas tres décadas España alteró de forma notable su posición en el sistema internacional. En 1977, España era todavía una economía receptora de ayuda oficial al desarrollo (AOD); treinta años más tarde, en 2007, se conforma como el séptimo donance del mundo, aportando el 5,5% de los recursos de AOD del Comité de Ayuda al Desarrollo (CAD) de la OCDE (algo más de 5,7 mil millones sobre un total de 103,6 mil millones de dólares). El limitado tiempo en que se realizó semejante transformación explica alguna de las deficiencias del sistema español de cooperación, entre las que se encuentra su frágil consolidación estratégica y su todavía limitada capacidad técnica y de gestión. Parte de esas deficiencias parecen en vías de corrección como consecuencia del proceso de intensa reforma que está viviendo la política de cooperación en los últimos años. No obstante, todavía hay carencias que pueden comprometer el futuro. Situados al inicio de una nueva legislatura, conviene afrontar esas limitaciones como los más inmediatos desafíos.
 
In just threc decades, Spain changed in a remarkable way its position in the International System. In 1977, Spain was still a econorny receiving funds from Official Development Assistant (ODA); thirty years later, in 2007, is the seventh donot worldwide, giving 5-5% of die resources of ODA for the Development Assistance Committee (DAC) of nSe OECDE (Organization for Economic and Co-operation Development) - more dian 5.7 billion dollars overa total of 103.6 billion.Thatconstraintof time in which it was made this great transformation explains some of the deficiencies that the Spanish cooperation system has. These deficiencies are: the fragüe strategic consolidation and it's siill limited technicai capacity and rnanagement. Some of these deficiencies are on che way to correction as consequence of the intense reform process that is going through the cooperation policy of Spain in the last years. However, diere are some holes that could put on risk the future. In rhis new government it is convenient to confront these limitations as the most relevant challenges.
