Abstract

La vuelta de la democracia a Chile coincidió con el fin de la guerra fría, ganando rápidamente la transición a la democracia un gran apoyo y simpatía internacional. El nivel de consenso logrado por los gobiernos de la Concertación demostró que era posible derrotar a la dictadura por un camino de inclusión y sin rupturas, y romper lo que por décadas parecía una fatalidad del sistema político, su división en tres tercios. Entre los grandes logros alcanzados en democracia, se pueden mencionar el eficiente manejo y desarrollo de la economía, las reformas y avances institucionales, incluida la promulgación de una nueva Carta Fundamental firmada por Ricardo Lagos, así como el más complejo y desafiante de todos, dar cuenta y avanzar efectivamente en el conocimiento de la verdad, la justicia y la reparación a las victimas de las graves violaciones de los derechos humanos.

In Chile, the return to democracy coincided with the end of the Cold War. The emerging democratic transition received worldwide support and sympathy. The level of internal consensus reached by the Concertación demonstrated that it was possible to defeat dictatorship and, at the same time, avoid rupture, by following a path of inclusión and bringing an end to what seemed inevitable for decades in the political system: its división in three political blocks representing left, right and centre forces. An unprecedented success in Chiles history was die broad consensus reached on economic policy, social development and institutional reforms that included the enactment of a new Constitution signed by President Ricardo Lagos. All of them represented different levéis of complexiry by accommodating somehow antagonising views. The most difficult and challenging of all initiatives was the recognition of truth and the need for justice that included reparación for the victims of gross human rights violations.
