Más allá de los resultados cuantitativos, los desafíos de la política de vivienda en Chile

Abstract

En los últimos decenios la política habitacional chilena ha reducido sustancialmente el número de familias sin casa, pero también ha tenido efectos perversos que es importante analizar con la intención de corregir acciones futuras. El artículo ofrece un panorama de los cien años de política habitacional, de las importantes consecuencias que ésta ha tenido en la configuración de las ciudades chilenas, especialmente de Santiago, y de cómo se presenta actualmente el problema de la vivienda. Esta revisión permite reflexionar sobre los nuevos derroteros que debería tomar la política habitacional para responder mejor a los graves problemas que enfrentan los barrios pobres, considerando que el urbanismo debe apuntar a mejorar la calidad de vida, promoviendo y facilitando la integración social y la superación de la pobreza.

This arricie outlines the Chilean housing policy since its beginning, a hundred years ago. It describes the important effects this policy has had on the shaping of Chilean cities, particularly of Santiago, and the housing issues as they currently show up. Even though the housing policy has substantially reduced the housing déficit in the country, it has also had negative effects that are important to acknowledge and analyze so they can be avoided in the future. This discussion allows us to reflect about the new courses of action the housing policy needs to take in order to better respond to the serious problems that affect low-income neighborhoods, keeping in mind that urban planning should focus on improving the quality of life in neighborhoods and cities that promote social integration and help overcoming poverty.
