Abstract
Unlike other external actors in the region, as U.S. or, more recently, China, the
European Union has very close political dialogue with Latin America. No doubt,
political cooperation based on shared values and experiences is the capital of relationships manifested in the coexistence of 13 forums with different partners. Its
highest expression is the meetings between Heads of State and Government held since
1999. In these eleven years, the EU, Latin America and the Caribbean Summit held six
results will be evaluated in this working paper.
