Abstract

During the years preceding the crisis, Latin America grew at high rates, resulting in a significant improvement in the labor market and social indicators. Meanwhile, the better macroeconomic management in the region compared to past experiences, allowed to face the crisis with a relatively good fiscal, external and debt position, although with great differences among countries. This helped to reduce the region's vulnerability to external shocks. Moreover we argue that fiscal policy had not been procyclical and, as a difference with the nineties, the prssure for currency appreciation was not due to capital inflows. However, the absence of a development strategy and certain macroeconomic reforms was reflected in a slow improvement in productivity, the main shortcoming of the precrisis period.
