This contribution delves into one of the most striking phenomena observed in the Basque Country in the last few years: the treatment given to immigration by the Basque Administration. Basing on a close stud y of news and editorials recently appeared in the local press, we come to the conclusion that most of the initiatives put forth by the Autonomous Government regarding this subject are the result of a direct reaction to opposite attitudes shown and legislation passed by the Spanish Government. In spite of the progressive and ground-breaking measures taken by Basque officials, one has the impression that they do not respond to an analysis of the real needs of the migrant contingen t but rather to an intention to mark "the difference" with respect to the central Government's policy.en_US
